Analysis: 156 New Jersey car dealerships oppose electric vehicle mandates

156 car dealerships in New Jersey oppose the state’s electric vehicle (EV) mandates. 

That’s according to EV Voice of the Customer, which announced that the dealerships signed a letter to President Donald Trump urging him to block EV mandates imposed by the Environmental Protection Agency (EPA) and the California Air Resources Board (CARB).

The letter, signed by thousands of auto dealers nationwide, argues that government-imposed EV sales requirements are unrealistic and restrict consumer choice. "We are more than happy to sell EVs to any customer who wants to buy them," the letter states. "But these buyers are the exception."

New Jersey has adopted the Advanced Clean Cars II rule, requiring automakers to increase the percentage of zero-emission vehicles (ZEVs) in their sales, starting with the 2027 model year. The rule mandates that 100% of new cars sold be electric by 2035 as part of the state’s broader effort to curb greenhouse gas emissions. The transportation sector is the largest source of such emissions in New Jersey, according to the state government.

Dealerships argue that these policies create unnecessary financial burdens for consumers and businesses. "Simply put, CARB’s mandate is unrealistic," the letter continues. "Let the consumer decide and a free market reign."

A white paper by Affordable Energy for New Jersey estimates that the state’s EV mandate could cost taxpayers around $70 billion by 2035. The report highlights increased vehicle subsidies, lost sales tax revenues from EV incentives, and declining gas tax revenues as key economic concerns.

Consumer sentiment also reflects hesitancy toward the mandate. A December 2023 Rutgers-Eagleton poll found that half of New Jersey residents do not support the plan to phase out gas-powered vehicles by 2035. More than half of respondents also indicated they are unlikely to consider purchasing an EV, citing concerns over cost and practicality.

Lawmakers and business leaders have echoed these concerns, warning that the EV mandate could lead to higher vehicle prices and strain existing infrastructure. Some have urged policymakers to reconsider the plan, advocating instead for incentives rather than mandates to promote EV adoption.

CARB, the agency responsible for the mandate, was established in 1967 to regulate air quality in California. Over the years, its policies have influenced national and state-level environmental regulations, including those in New Jersey. Despite opposition from auto dealers and some lawmakers, the state government maintains that the mandate is a necessary step toward reducing emissions and combating climate change.
