John Burzichelli, a State Senator for New Jersey, has expressed concerns over the state's electric vehicle (EV) mandate. He said that the mandate lacks clarity, poses economic risks, and does not support a balanced energy approach. Burzichelli made these remarks during the 'Don't Ban Our Cars' rally on June 18, 2024.
"We need clarity of policy. It does not make sense to impose this mandate," said Burzichelli.
On November 21, 2023, the New Jersey Department of Environmental Protection (NJDEP) adopted the Advanced Clean Cars II (ACC II) rule. This regulation aims for 100% zero-emission vehicle (ZEV) sales by 2035 and sets annually increasing sales targets for automakers. The rule begins with a 35% ZEV requirement for model year 2027 vehicles.
The ACC II rule mandates that no new gas-powered cars be purchased in New Jersey by 2035, with targeted annual mandates of electric vehicle sales starting in 2026. According to industry observers, this ambitious timeline raises concerns about the state's readiness to meet these targets, considering current consumer preferences and market dynamics. The New Jersey Business & Industry Association (NJBIA) has expressed apprehension regarding the potential economic impact on consumers and businesses.
The ACC II rule explicitly prohibits consumers from buying any new vehicle that isn't an EV from in-state dealerships come 2035. This restriction could limit consumer choice and potentially drive buyers to out-of-state dealerships, impacting local businesses. The New Jersey Coalition of Automotive Retailers (NJ CAR) has voiced opposition to the mandate, citing concerns over affordability and consumer autonomy.
According to information from the New Jersey State Legislature, John J. Burzichelli is a lifelong resident of Paulsboro, New Jersey. He served as mayor from 1996 to 2011 and represented the 3rd District in the New Jersey General Assembly from 2002 to 2022. During his tenure there, he held positions such as Deputy Speaker and chair of the Appropriations Committee. In 2023, Burzichelli was elected to the New Jersey State Senate and assumed office on January 9, 2024.
